The purpose of the position is to support the implementation of livelihoods and food security programs in North West. The Livelihoods and Food Security (LFS) project will be under the supervision of FSL Project Development Manager and will provide full support in the implementation of all relevant activities.

Generic responsibilities

 Manage and Follow-up of personal project on the field; Adhere to NRC policies, tools, handbooks and guidelines; Contribute to the development of the strategy, project proposals and provide support as need arises; The project manager is responsible for the implementation of the project, as well as for the implementation of the project. Regular reporting to direct supervisor on the progress of the project by giving written reports; Ensuring that projects target beneficiaries with greater protection needs and evaluate Assist with the implementation of the support function portfolio according to plan of action; Ensure staff capacity building on projects and the transfer of key skills; Coordinateinvolve and inform communities and community leaders Investigate and facilitate the introduction of new technologies, methods and approaches in order to improve the quality of the activities; Promote the rights of IDPs / returnees in line with the advocacy strategy; Ensuring that NRC LFS activities are within the LFS coordinating clusters. 

Specific responsibilities

In charge of the overall LFS projects management with the technical support of the LFS Program Development Manager (PDM); LFS projects in close coordination with the LFS teams and support departments; In charge of the day to day guidance of the LFS field staff making sure that the projects implemented in the Northwest and Southwest Cameroon are in line with NRC technical guideline and donor regulations and are done timely with quality; Lead on the LFS budget monitoring and forecasting program, monitoring budget / expenditure based on the implementation plans; and analyzes Budget-versus-Actual (BVAs) and report any discrepancies to finances for correction and ensure that program implementation and expenditure is well on track; Liaise on a daily basis with finance, logistics, and administration to guarantee the smooth running of programs, including movement planning, procurement, payments, staffing related issues; Produce timely reports (progress reports as required, donor, Cluster and any other relevant reports) and ensuring oversight of the LFS partnership agreements • Ensure that the LFS field teams have a good understanding of the key program documents (Narrative proposal, log frame budget and M & E tools), in collaboration with the Area Field coordinator in the Northwest region and the Area Manager in the Southwest region, the sound management and development of human, financial resources and materials related to the LFS program;

Qualifications

University degree in Agriculture, Veterinary, Economics, Social Science, Natural Resource Management, Environmental Science / Forestry;

At least 2 years' experience in planning, coordination and management of food safety and early recovery program with international NGOs in humanitarian settings; particularly in food distribution, cash and voucher programming; A proven record of effective and complex management including project cycle management staff supervision. Personal qualities

Proven Experience in Cash / voucher transfers, Income Generation Activities, Distribution of Food, Grains and Agricultural Tools; Experience in working with agricultural cooperatives and / or Local Communities; Experience in North West Region; Good knowledge on the cultures and local languages ​​of the North West region; Ability to work on cross-cutting issues like Protection, HIV / AIDS, Environment, etc. Good knowledge on the national and international laws and standards on Food Security and Livelihood;

Knowledge on the Microsoft Office (Word, Excel, PowerPoint); Ability to work under pressure, independently and with limited supervision; English and working knowledge of French.
